`the prior art are such that the subject matter as a whole would have been obvious at the time the

`Tsai to the system of Karmakar in order to reduce the power consumption for using a

`service on a portable Internet device as taught by Tsai (para. 0002).

`Karmakar in view of Tsai does not explicitly teach
`
`wherein if the control message transmission request from the user terminal
`
`is not held in the control message transmission request holding unit when the
`
`request message is received from the predetermined communication device, the
`
`request message is transmitted to the user terminal by the packet transmission

`unit without buffering or further transmitting the control message or paging

`However, Mehta teaches

`

`area update; it can do this based by examining the initial create session request

`message; for certain applications and networks, this can cause downlink data or signaling
`
`to arrive at the SGW even though the MME could be in process of setting up the bearers;

`With respect to claim 19, Karmakar in view of Tsai, and further in view of Mehta

`teaches The communication system according to claim 18 as described above,

`Furthermore, Tsai teaches wherein the control message transmission

`requesting unit of the user terminal transmits the control message transmission
`
`request to the network device when quitting the application on the user terminal
`
`(the proxy receives a paging of the portable Internet device from the wireless
`
`communication base station, the proxy determines whether or not the instant messaging
`
